When driving in the rain, is it possible to just have air flowing thru the vent without running the fan?

Yes you can. Just make sure you open your vent full up when driving as the Operating Instructions Advise so that the cover is stable. You can select the switch necessary to turn the fan off or on when the Vent Cover is open.
